I started at the base end of the bulb and using my fingernails was able to turn the cap inside-out for about half of its length. Then it popped off. This also make it easier to slide the cap onto the new bulb.
Lots of patience and a couple darning needles, or other fine picks, are necessary to disassemble what was never intended to be taken apart for service.
