I don't have a US spec car to test this on, but shouldn't the halogens light up when flashing the high beams and the ignition lock is in OFF position?
The purpose of the halogen high beams are two, to get an even better high beam in markets that do allow it (the US does not allow it) and to be able to flash the high beam when the Xenon lights are off (as they are slow to start). The combination of DRL and US regulations leaves very few opportunities for the halogen lights to light up, but flashing the high beams with ignition lock in OFF position should be one one of them.
