It depends on the reason why it doesn't start. Is it just the battery because the alternator is bad? Bring a new battery and see if it runs before you buy it. If it doesn't run AND it needs a new alternator, you have a wide range of potentially expensive reasons to not buy the car. Add a $150 tow for 10 miles to get it home.
If you are just looking for a project car and are willing to take a chance, I would pay $500-$700. There are plenty of Linear sedans of that vintage in my area that you can drive home under their own power for $1500-$2000, so you are betting you can get the car fixed up for under a $1000, including the alternator and CV boot.
This also assumes that you can fix anything wrong on your own. A single trip to the shop, to take care of something you can't, puts the financial aspect of the purchase in the red.
