First the disclaimer. I have not done this repair myself. When my pump failed back in 2007 I had no (legal) means to tow the car the one-mile to our home, and I needed the car repaired as soon as possible. While I strongly suspected the fuel pump had failed I also knew the only replacement part available (at that time) was the official Saab part at a cost of nearly $600. Since labor necessary to do this repair is minor, I had the car flat-bedded to the local Dealer for them to repair.
Now you can buy the OEM part, built by Walbro, with the Walbro brand on the box for around $200. You can also buy just the pump insert from Walbro for close to $100, but this requires more work and significantly greater risk of breaking something that you will then have to buy from Saab, so the attractiveness of this option is not as great as when the choices were $600 or $100.
First, determine if the pump is bad. The pump is accessible from inside the car by tilting the rear seat cushion forward, folding back the die-cut circle in the carpet, then popping off what appears to be a paint can lid attached to the car floor.
Expose the pump, turn off all car accessories that will interfere with hearing the pump run, then turn the ignition switch from Lock to On. You should hear the pump run for three seconds then turn off as it does its car starting priming cycle.
If you hear the pump run your problem is elsewhere. If you don't hear the pump run, do the test a second time but with the electrical leads to the pump connected to a VOM. You should see the voltage jump to ~13 volts during the 3 second priming cycle.
No pump running but voltage present for the three seconds means the pump is bad.
Buy a new pump, rent or borrow the wrench necessary to remove the fuel pump locking ring from the same Auto Parts store, and buy a box of adult diapers or hospital bedding protectors (you don't want gasoline on your car's interior) at the Drug Store.
