power steering

just had the power steering coolant line replaced.
Its been leaking for a while, but I kept the resevour topped off.
Now, when the car is not in motion there is no steering boost.
Very odd. Running up the RPMs does not change it. Only once you start driving does the boost come up to normal.
Pump is silent, fluid looks correct color in tank.
It had full boost when the car went into the shop. Noticeably less power now.
Any thoughts?
