It seems that Saab decided that a check engine light and code are not enough, so they chose to bury the temp gauge in the basement whenever the code requirements are met (not warm enough soon enough). But when you cycle the ignition switch, the gauge comes back to life and you can diagnose how well it is working. If you are setting the code "all the time," or if in frigid weather the gauge never gets to the set point, you really, really need to change out the T-stat.
I have soldiered on through this set of events, and in my case it set the code only rarely. In the mean time, whenever the code set didn't happen, the gauge performed in its usual manner. Now I have the gauge set for zero "dead zone", so I know if (and just how much) it's running cold, hot, or in between, and have the privilege of watching the gauge overshoot slightly on first warm-up, then briefly sag below the set point and then settle, and to watch the gauge rise to the fan-on temp (when not using a/c). Just like in the old days with a C900 or an earlier 9K. And I knew all along that it wasn't warming up as quickly as it really should. From day one with the first new T-stat. When I finally had the 'stat changed again, it began to work exactly as it should - quick warm up and no codes.
