My boost gauge stays in the red too! its freak'n awesome!!....but i'm definitely going faster than 40mph.
You gotta scan it. There is probably a whole barrage of fault codes in the memory by now.
Scan it. clear it. drive it. see which codes come back right away.
I dont think a jammed wastegate would restrict engine power that much, but if your hitting overboost (fuel-cut-off) then i suppose its a different sensation all together.
What happens if you try to gradually accelerate beyond 40MPH? is that even possible?
I get the feeling that you might have a plugged catalyst or collapsed muffler.,... engine/turbo is working hard to boost, but the back pressure is restricting the flow.
I'll bet one of your fault codes is going to be a P0420
