The only thing that triggers limp home mode on the throttle body is a flaky signal on one of the four potentiometers inside. They are arranged in two redundant pairs (one for the gas pedal position and one for the throttle plate position). When two readings within each redundant pair do not agree (typicaly due to wear on the potentiometer working surfaces) the limp home mode is activated.
You need a new throttle body.
