Still can't compare them, unless you factor out age, socio-economic status, etc. of the drivers, which affect how many accidents there are per vehicle. There are just so many more young, aggressive, inexperienced kids driving golfs and jettas than there are driving Saabs - it really skews the numbers of accidents per 1000 vehicles. Same reason why there aren't many deaths in minivans - less accidents per vehicle in the first place due to the type of driver behind the wheel.
Crash tests are a little more telling, though even those can't factor in the ability of a driver to avoid a crash in the first place (SUVs usually fare well in crash tests, but I would never consider them "safe" vehicles due to their inherent instability and lack of responsiveness).
Still, I'd say overall the 95 is probably a "safer" car than the Passat; it does better in crash tests, is about 20% heavier (law of gross tonnage rule is alive and well), and still handles about as well (at least from magazine tests and within the limits of my own seat of the pants judgement (I own a Passat and just bought a 95 for the wife)). Being about 50% more in cost, it should outperform the Passat, though, right?
