The heater re-circulation motor is on the V6 only, and I'm not familiar with it. AFAIK all of the stepper motors are the same and they are all subject to the "walking out" effect. I'd give it a try on that motor.
However neither REC motor will be the cause of the symptoms described in your original post. and neither would result in a code 08.
I'd focus on the fixing that stop arm first ... operating the ACC with a broken stop arm will allow the motor to overdrive the shaft, stress it, and eventually break the shaft itself.
