That seems normal. Add wind to those temperature readings and you have an answer.
Test this yourself with thermometers on the East side of your home and the West. One in the shade, one in the sun. You'll have earatic readings between them.
Wait. You WERE driving.
What is the temperature and does it fluctuate when the car is on and idling?
Does this happen when it's warm outside or cold?
Does your ACC system act up?
How did you test the "bad" sensor before replacing?
