I can't promise that's the problem without seeing the valve fail in action but it is a possibility since when those valves fail, it can set a P-0455 one day and then pass the test the next day.
I usually take the valve out when piping hot and hook up two wires and then power it up a whole bunch of times rapidly and listen to the clicking and apply vacuum at the same time to make sure the electric coil opens the pintle allowing air to pass through.
If the coil stops working from overheating, I know it is bad.
