Per the EPC, there are a lot of parts you'll need to transplant from your existing 2000 memory seat to the 1999 non-memory seat:
46 58 399 Seat Chassis, w/ memory function, LH (superseded by 5313630)
46 57 235 Electric Motor, w/ memory function, LH
46 58 464 Electric Motor, w/ memory function, LH
46 58 472 Electric Motors (2), w/ memory function, LH
46 58 480 Electronic Unit, w/ memory function
50 07 190 Cable Harness, LH, w/ memory function
48 46 853 Cable Harness, driver seat, w/ memory function
46 53 796 Switch, LH, w/ memory function
var P/N Cover, w/ memory function
Given the amount of work involved, perhaps it makes more sense to just remove the leather skins and cushions from the 1999 donor seat and use them to replace those of the 2000 seat?
In my case, I have a '99 SE which originally came with a non-heated memory seat. When the leather wore out, I opted to replace it with a same-color heated non-memory seat from my mechanic's boneyard. I looked into upgrading it to a memory seat but came to the conclusion it was not feasible.
