My guess would be the master cylinder. If the pedal is going to the floor, and doesn't show a lot of resistance in doing so, it is doubtful that your booster is bad. Bad boosters make the brake pedal hard as hell. My indie has told me as well that he has done several master cylinders on 9-5s. I would check for fluid leaks around the shaft going into the master cylinder.
