What controls idle speed and decel time?

2004 9-5 wagon 5 speed
I've had this engine torn apart, and inspected/re-sealed for what was an oil pressure at idle problem.
I've had the car back for 250 miles, and now the light and <bell> are returning.
The idle speed seems to struggle when rolling up to a local stop sign, for example, and then the lamp - bell sounds.
Engine has totally been gone thru by the local dealership and its master SAAB mechanic of 30 yrs, and so I'm wondering what to do?
If the idle speed was 25 rpm higher, no light. So how do I do that?
Sometimes when I push in the clutch, the idle drops to 1,000 for a couple seconds, and then eases to base idle speed.
Other times, it seems not to do that, dropping directly to base idle, which gives me the lamp and bell ding.
What is the general consensus here?
