Power steering pump mess

A sort of new to me (I've had it about 18K) had a loud vibration noise. I’ve been chasing various vibrations since I’ve have it. I R&Red the rear engine mount. While torn, that wasn't the source of the noise. I noticed that if I put pressure on the front of the engine yoke, the noise decreased so I pulled the yoke to look. The power steering pump bracket wasn’t bolted to the block at all. Somehow the car still worked, but there was excess belt noise. Whomever worked on this in the past mixed up bolts, left some out, and was just sloppy.
I’m thinking of ordering all five bolts (two pump to bracket plus two short and one long bracket to block) and reassembling properly. I also noticed that the upper exhaust shackle with lifting eye is cracked. Do I need to replace that?
Do I need to follow the WIS procedure of draining the power steering fluid in order to loosen the pump enough to remove the bracket? Or can I remove the two pump to bracket bolts, leave the pump in place and remove the bracket so I can swap that upper bracket bolt?
What else should I do at the same time? The car is a 01 2.3t with ~205K. I guess I might as well do the water pump since getting all the power steering mess out of the way is part of the process. Can I do the water pump without disconnecting the steering lines?
