If the motor will operate in High Speed only, when the Resistor/Speed Controller is by-passed, then the Resistor/Speed Controller is the most likely culprit.
If the motor fails to operate in any speed, or fails to operate reliably in any speed, then the motor itself is the most likely culprit.
I second Ric's advise regarding blower motor brands. Buy an authentic blower motor, authentic includes the OEM manufacturer for Saab such as Valeo or Bosch. The cheaper off-brand units are factory seconds at best and will have you replacing the motor again within months.
