At this point you need to step back and become smarter than the car.
You need to verify proper power and ground to those relays at the different pins using a wiring diagram and a simple test light.
When you have figured out what is suppose to happen inside the relay, you can use a piece of wire to bypass the incoming and outgoing pins of relay to bulb and check out by the bulb socket if you have power or not.
DICE is controlling ground to those two relays so if you don't have ground to low beam relay pin 85 but you have ground to hi beam relay pin 85, it might be something wrong inside the DICE.
Both those relays send their hi and low beam signal through the orange bulb failure relay before reaching fuses 7, 8, 9, 10 and 13 on their way to the bulb socket so that is something to keep in mind as well.
