Depending on how the scan tool decipher the front O2 sensor signal and year of car, you might see a fluctuation between 0.1V to 0.8V or a fairly steady signal of around 1.0 that might fluctuate around 0.95 to 1.05 in numbers.
It has to do with the older O2 sensor versus the newer air/fuel ratio sensors that came into play around 2000-2001.
The rear sensor should be fairly steady 0.5V or 0.6V but might fluctuate if you move the gas pedal or on uneven/hilly roads.
You should not use cruise control since that will alter the engine inputs too much.
