washer fluid sensor or SID problem?

2001 Aero. My SID had the classic pixel problem so I sent it in to BBA to be repaired. Instead of repairing the unit they sent me back a refurbished one. The pixels are fine but every time I turn on the car it tells me the washer fluid level is low. I wasn't getting this message with my old SID and I checked the fluid level and it's full.
My guess is that the SID is defective and they just need to send me another one. Could it be something else? Programming? It seems unlikely the sensor went bad while the SID happened to be out of the car.
