If you actually have a 1994 9-5, you have a real collectors item and should do all you can to keep it mint!
All kidding aside, it probably depends how you do the body work. Yes, repairing rust before it gets worse is good to do. Taking it to a pro shop and having to respray 5 different areas may be costly. You may be able to find a set of doors already in your colour from a dead car/parts car for less than getting that work done.
I've never really noticed a 9-5 with those areas rusting, but the rear fenders "dog leg" near the door does rust. I did a diy repair job there a number of years ago that has held up well (remove trim, wire brush, POR15 with fibreglass mesh, fill to achieve smooth finish, sand/clean/paint etc).
I highly recommend oil spraying your car, especially if you live in the salt belt like me!
