A flathead screw driver is the way to go.. with the star adjuster... With wheels off ground, and handbrake released.. just tighten until the wheel can't be turned by hand.. and then back it off.. until the wheel just starts moving freely.. (don't back it off too much)...
Once that's done.. then you can adjust the handbrake from inside the car, through the coin holder .. I think it's 10mm... basically you want it to click 3 times... and then you can test it on a hill... to ensure it's holding properly...
With older cars.. sometimes there's crud in the cable or around the shoe mechnanism that may prevent the mechnanism from working freely. so you may need to clean that up and lubricate as well.. But chances are .. you're simply not adjusting the star wheel on each end tight enough...
