Here's an old school thought. As long as you can get the other bolts off, and the wheel. Try this.
Drill the stub so you can install an easy-out. Heat the stub with a lighter and then dribble CANDLE WAX into the threads. It will wick into the threads and allow you to remove the broken stud with much less torque than typical.
Sounds bizarre but there are you tube videos that show it and I think it's even in John Muir's VW Classic "Idiot Book" from the '70s.
