Did you chase the threads like I mentioned in your last post? I am 99% sure your problem is that there is debris/rust in the bolt hole. The steel wheels are much thinner than the alloy wheels, so the bolt must go substantially farther down the hole. Try threading the bolt into the hole without the wheel on and see what happens. The bolt should thread all the way through the hub and start coming out the back side. They need to go out the back of the hub with the steel wheels. My bet is that it will stop dead somewhere in the middle.
