Well that is a strange one.
What is the battery voltage with the engine off? At idle? And at 2000 rpm?
Without looking at wiring diagram, hard to postulate what are the possible problems, but I’ll consider the 3 possibilities: that the battery voltage is being drawn down by a load or control device in the circuit, not charging, or an internal short in the battery.
You checked the battery – doing a load test? I assume since you cite CCA… would address the internal short (most of the time…)
Connect the voltmeter semi-permanently to the battery terminals and put the meter in the cabin and watch it when you drive. Does it remain in the 13.8-14.2 range (approximately)? Does it creep down to below 12 vdc? (charging circuit, most likely alternator and/or voltage regulator)
Pulling the fuses on the affected devices and seeing if the problem occurs? Might be a break in wiring harness that is making an intermittent short? Perhaps a bad relay? Another thing to try is to check the relay for those circuits – the jumping of the voltage could be a relay chattering. If possible swap the relay with the same one from another circuit and see what happens. (load conditions)
As a general maintenance suggestion, I'd pull all the relays and reinsert them 2-3 times-sometimes oxidation occurs on the socket&blade contacts that causes some resistance/voltage drop to the relay.
An ammeter in line with the battery would be helpful but this requires some extra wiring and inserting a shunt, which at this point may not be necessary depending what you observe from the above tests.
