Absolutely, it would be a pain trying to weld it in place but the problem is to find a flat enough cat and when you have it removed from the car, being able to secure the flange portion of pipe and the rear cat portion so that everything goes back in, into that tight space when welded together.
A couple of degrees off and you have things rubbing here and there or not fit at all.
Nothing will "clean" melted down ceramics made out of platinum and other goodies. It's not like when you have a sooted up cat but this is a clump plugging the exhaust system more or less.
If the IDM dies while idling or putting around town, the cat might be ok but when it dies going full speed on the freeway, the flame goes out instantly but the injectors keeps sending fuel right through the engine and into the pre cat. It's done in an instant. That's why Saab later on also was forced to honor a cat replacement after the IDM had been replaced under warranty.
