I had this exact same problem on my '99; my mechanic solved it by removing the passenger side front seat, carpet and then blowing out the line with compressed air. Time was of the essence to avoid any onset of mildew.
I found out later, during a DIY cabin air filter change, that he did not perform the same blowout on the driver's side drain -- so I took care of that -- and the following picture shows the plug of debris that was expelled! Now both drains work as intended.
