I will answer half of your question - yes, the post-cat sensor should be more stable, if the catalytic converter is working and the primary 02 sensor is good.
But that doesn't answer your sensor 1 issue. Do you have a scan tool that can log sensor data over time? That or a Tech2 (which can do that for these cars) is what you likely need. Study the behavior of sensor 1 as engine warms from cold and then what it does at warm idle and at higher rpm once warm.
