In our 2004 9-5 Aero wagon, the bottom half of the tank was clearly smaller than the top half ;o)
It would do similar stuff to what you're describing.
Interestingly, it would occasionally illuminate the low fuel light when the tank had just been filled. The rheostat that sent the level signal wasn't properly calibrated in that car. I tried to be sure to get gas shortly after the 1/4 tank mark was hit.
Our 2003 Aero wagon has a more accurate fuel gauge, but the second half of that tank is still smaller than the first half. ;o)
Interestingly, the 2004 got markedly better fuel economy than the 2003. I'm not sure why. Close to 10% worse in the 2003.
