I have no idea what he is talking about. The new shocks come with upper and lower rubber mounts.
Strickly speaking the shock mount is the holder for the shock and spring and this is a stamped and welded metal part and does not wear out.
What you REALLY have to do is measure your ride height and intstall spacers to get the ride height up to specification.
A 95 with 17" wheels needs 620mm of ride height. Aero is 610mm. You measure from the bottom of the wheel [where it meets the tire] to the wheel well edge through the center of the wheel.
These springs sag so you will need at least a 25mm spacer. There is a good supplier on eBay.

If your mechanic does not know about ride height, he is not experienced in the 95.
