Scott.. i'm sure others will chime in with advise...
In taking a quick look on the web.. I saw similar torque specs, as you mentioned... for those bolts.. .and i did find a forum entry that mentioned 20 mm as the ratchet size
regarding the broken bolt.. do a search on youtube, etc. .but there are bolt extractors that you can try.. but you may want to try hitting it with some heat and PB blaster first .. and then try an extractor...
