I do not have the bike rack, but I have a similar problem. I have the load bars with the bulk carrier. This summer the bulk carrier made a fierce wistling noise at speed while we were on vacation. I fixed the problem by making a fairing from a sheet if 1/4" blastic and some metal bits for brackets. Works great.
You could make a similar device to go on the bike mounts. I have also seen Thule fairings, but they were wimpy, IMHO. You could check them out at the http://www.thuleracks.com web site.
