Something is definitely wrong with the ignition module. This morning when I shut off the car, the headlights were still on again. I jiggled the ignition switch back and forth and they went out. I don't know if that's the cause of the high beam failure however, as no amount of jiggling it seems to allow those to work. I've now tried three different relays, and all of them make no difference. They're all used, but all were confirmed working the last time I had them installed in a car. It's possible they all died in the same way while in storage, but highly unlikely.
