As an old salty dog from the rust belt, I find that beating on a bolt head with an old socket and hammer or something similar can open up a spiritual pathway for penetrant. PB Blaster is my first choice but I have more penetrants on my shelf than a parking lot vendor has watches plus my own alchemic blend or two. Heating and rapid cooling when or if possible can help. There are some frost-off products that cool the fastener so fast and cold that corrosion cracks open for a pathway. Add a propane flame and then a frost-off doubles the effect or fun. I usually start penetrating up to a month before a planned job to give the old dog the best chance at breaking it free (if you have a new to you 9-5 penetrate anything you think might have to come off in the next few years avoiding rubber). I try not to forget to turn the thing the right way! I still make that mistake but the swearing afterwards keeps me young.
