It's seems to be common ailment for those in freezing temps I've noticed that the rubber boot on the parking brake cable deteriorates. None of the cars in my fleet have intact boots there. Presumably this boot is intended to seal out moisture and dirt. From what I understand this moisture will freeze and cause the cable to get stuck.
I guess Saab used the same dissolving rubber on these boots as they used on electrical wire insulation on the OG900!
