Do you mean a fan under the hood, or are you hearing the AC blower fan inside the car?
The reason I ask this is that one of the programming modes of the AC system puts the system into recirculate when you get below a certain speed, so you don't suck in bus exhaust, etc. in traffic. Then it opens to fresh air again automatically when you get moving again. When it drops into recirc, the fan noise does increase. At least it does on my 9-5. If that's what you are hearing, you can program it away.
Japanese cars are perfect (having owned several, even kept one!). They are also perfectly boring, and everytime you go to a parking lot you have to be sure that's really your Lexus you're pointing the remote at. ;-) I have received more interest and compliments in a week of owning my 9-5 than six months of Infiniti.
