bi-Xenon question (frustration)

I have a '02 Aero that I purcahsed in May and have enjoyed immensely - only slight mods so far - tires, wheels, exhaust. I have asked this question before and received conflicting answers and the dealarship has not been able to find out... Is there a way to have both the xenon headlamps and the other high beams lit during high-beam operation? I know that the high beams are normally active in the "flash-to-pass" mode only. However, I do considerable night driving (8K already) and the additional illumination would be helpful (especially if the halogen lamps are upgraded.) My '01 Audi TT has low beam xenon lamps only that are assisted in high beam by the halogens - same with my former BMW. What is up with the Saab? The xenon lamps are great - but the beam pattern is insufficient in the high beam mode for high speed night driving. So far, the Tech II lighting options have not yielded any success. Before I go the the hassle and reduced aesthetics of additional driving lamps - I am asking again for asisstance.... European wiring harness, additional relay in lighting pod under hood???
