Is the heater bypass valve working properly? If the vacuum diaphragm inside it has failed, the valve may be stuck in the bypass position, cutting off or limiting the flow of hot coolant to the heater core.
If the two pipes in the passenger footwell (beneath the molded cover) aren’t hot to the touch when the car is hot and heat is on, then it’s likely the valve is preventing coolant from getting to the heater core.
