I went out and checked the lights on my 2000 Aero, which are set with head and fog lights to option 1 and I have a few minor corrections on my last post.

On parking light setting, the fog lights do work but are switched so they go off went the key is turn to off or removed, the city lights stay on. The city lights are the usual American parking lights plus a 5 watt bulb in the head lights, below the low beam bulb that make head lights glow but don't throw off any useful (for seeing your way) light. They are used in places like Paris or Hong Kong where there are so many street lights that regular head lights are a waste.

In the head light setting, the fog lights will come on on either the low or high beam setting. I guess there is no 4 light on the front restriction in Europe like there is in the U.S.
