I cant speak to frame or dogleg rust since my cars are lucky enough to have lived in the south, and none of my cars have experienced that problem.
However I can speak to an observable change in paint durability over the years. My early 9-5s had beautiful, long lasting paint. the only problem (on every one) were what I consider excessive rock chips on the hood. Im not sure this is a symptom of the paint quality but it seemed much worse on my car than friend's vehicles. it was not noticable greater than 3 ft or so but still.
But all of my later year 9-5 experienced fading paint and peeling clearcoat.
At the time I was working and they baked in the parking lot all day long, 5 days a week. So even though they were garage kept they had a lot of UV exposure. But so did every other car in the parking lot.
