I had the front bumper cover on my 2008 Sportcombi replaced (due to some recent damage) with a new OEM one that I had painted and mounted. The old one (original from the factory) had two small holes for mounting a front plate frame. Even though the new one is OEM, it does not have those holes, but it does have two horizontal slits that go partially into the plastic, but not all the way through.
Could it be that the original front plate holes were added by the dealer once the car arrived in the U.S. and that those slits are for a euro-style plate? I would like to remount the front plate bracket I had there before, but wanted to check before I start drilling holes in the new bumper cover.
