Ok I see down below that you've confirmed that it's in drive.
Do you know what gear it's in? 4000rpm at 20mph suggests to me that either the transmission is slipping badly or it's stuck in 2nd gear.
Also, if its stuck in 2nd gear, starting from a stop will be sluggish
FYI if the transmission is in limp home mode the car will start out in 5th gear, or in 2nd gear if you select L on the gear shift.
FYI if the car is in "winter mode" it will start out in 2nd gear to reduce wheelspin. it will feel quite sluggish, however it will accelerate and shift normally after 20mph or so.
some thoughts:
1 - when the car is exhibiting these symptoms, can you detect any shifting at all? Like from 1st to second. do you detect downshifting from 2nd to 1st when you slow to a stop?
2 - Is the "gear" icon illuminated? Is "TCS Off" illuminated?
3 - is this symptom occurring more frequently over time?
4 - do you have access to a Tech 2 scanner? A Tech 2 can scan the Transmission control module.
I could be way off but my thinking is that the sluggishness that you are experiencing is transmission related not engine related.
