I had the same issue. The rubber/plastic "gasket" in the wing mirror enclosure that is between the front painted side and the back black plastic side had deteriorated. I tried to determine if just it could be replaced, but I couldn't figure out how to do it. My solution was to put a piece of electrical tape to cover the gap. I suppose some silicone sealant could be used too, but the electrical tape was hardly noticeable and held up reasonably well. The best part was the whistle was gone! :-)
