The newer German-made genuine Saab ignition discharge modules come with a bright green dielectric grease on the boots. It is not a schmear, like on a bagel, but more like strands. I guess if the manufacturer used the same type of grease and did a sloppy job putting it on it could look like strands over the boots. The stuff should spread out as soon as you install the module and should look like an even coat on the boots. A quick check should tell the story. As for the smell, I would be more concerned about the electronics in the module causing that smell from heat. I would keep a spare module in the car because the Chinese modules have a reputation for sudden failure whereas the Saab modules throw codes when they start to fail.
