I'm confused, you refer to this car as "dealer certified," yet you bought it from a BMW dealer are contemplating the purchase of an extended warranty.
Saab has a "dealer certified" used car program that provides for an extension of the original bumper to bumper warranty to 6 years or 100,000 miles. It doesn't sounds like you have this coverage.
To answer your questions;
1. $17800 sounds pretty reasonable, if not good.
2. Many on this board believe that aftermarket extended warranties are a losing proposition. I would have to agree. The one variable that might change this is the price you place on piece of mind knowing that you have some warranty protection beyond 4/50. If this will allow you to sleep better at night, then this has tremendous value for you.
3. Sorry, I don't know exactly how much repainting a bumper might cost. However, are you sure that it can't be fixed another way? You'd be very surprised what can be done to car exteriors these days with major surgery.
