Try Spreens, JMK, and Beck Volvo in Yonkers, NY. If you take a car they have in stock, you should get the car w/premium package for no more than $28,000, maybe less. We are leasing our car from Shrewsbury Motors in NJ, but since we are leasing we didn't negotiate the same way. They have a number of linear sedans available there.
The problem in the NY/NJ area is that there are very few cars left. The dealer we bought from sold two cars as we were waiting for him.
Manhattan Volvo has new arc sedans for somewhere between $30,000 and $31,000. They have no linears.
If you call and ask for the person who does internet sales, they assume you "know the numbers" and you'll often get a reasonable price to start with. If you find a car at a price you think is fair, you can put a deposit down over the phone. In one case we didn't, figuring we'd drive to the dealer after work, and when we called to say we were coming he said not to bother - the car was gone.
