Snow tires, steel wheels, Aero suggestions?

I got my Aero wagon in May, so this winter will be my first. Based on past experiences with Michelin Pilots and from what I've read here snow tires will be a "must have".
First off: When is the best time to buy snows- are they cheaper now because they're out of season, or do they do promotions once its closer to snow time?
Second: I've asked this before, but I'll ask again- what's your favourite snow tire? (17" preferred, I know this limits my options so 16" will also be considered)
Third: If I was to go to 16", I'd have a better selection of tires, and theoretically they'd be cheaper. I've heard that not all 16" wheels will fit on an Aero- How can I tell if they'll fit? are there any critical dimensions I need to meet?
Fourth: Are the cheap steel wheels available in 17" size- I've heard not, but has anyone else heard differently?
I know that switching to 16" would probably offer better winter performance but I've been considering putting my snow tires on the factory 17" wheels and buying something nicer for next summer- any thoughts on that?
