From what I've gathered on this board, the halogens are used with the xenons on European vehicles in the high beam setting. They are not used on North American vehicles because they exceed DOT lighting limits.
As to how to get them to operate, I can't tell you. It appears that setting the lights to European mode won't work because the relays and possibly some of the wiring was left out too. It would be possible to get the to work, I suspect, if you could figure out what is missing and install it. The best starting places would be to compare the wiring diagram from a North American model with xenons to the equivalent European model's wiring diagram, or possibly even by comparing a North American 2001 model's wiring diagram to one from a 2002 with Xenon's. Maybe a cooperative dealer could supply the 2001 and 2002 diagrams for you to check out. Me I don't care, I have a 2000 Aero and the E-Code lenses on order so I will have very good lighting by the time winter sets in.
