When I had my '99 9-5 without Heated Seats I wondered the same. As you say, the wiring is all in place, looms, plugs, connectors - everything. My friend had one with Heated Seats, and I borrowed his switches and tried it - no joy. I didn't really pursue it, and I'm pretty sure we checked to make sure a fuse existed - thinking about it, it didn't, but we installed a spare. Still no joy. I suspect there may be a relay or similar missing. Like you say, different production lines wouldn't make a lot of sense, similarly, if a customer wanted to add to the spec after production had started, it would be cheaper and easier to just enable a pre-existing heat pad. That said, it can't be that hard (with the limited range of interior colours) to just make 100 seats with, 100 without and so on. The pads can't cost a huge amount of money to Saab, so I think your theory is more likely. Do pursue it though, as it would be a great hack for those without them installed. I've now got a 02 Aero, so I have the pleasure of a warm bum on winter mornings - at least I will have when I've had my first winter in it. Good luck!
