I have an early model year 2000 and my ECU was changed out as part of a recall campaign. The problem with the 1999 models may have been the same. The problem as explained in the recall literature was that the material used to secure the circuit board in the ECU and absorb vibration could break down over time. Once the material started to breakdown it would attack the circuit board and cause ECU failure.
Your dealer can do a VIN search to determine if your ECU was changed. If it wasn't changed, they should immediately do it since it was part of a recall campaign. All at no cost to you.
